Given Inaba's remote location, while it's not impossible to leave, it's not recommended, either. It will be costly to do so by train or bus, with numerous connections needed to get to certain areas. Walking may get you to a nearby town. However, the fog that surrounds Inaba is steadily thickening, which can and will have an effect on the commute.

That said, locations within Japan will generally exist, though occupied by that universe's version of your character, effectively creating a very dangerous paradox, as doppelgangers shouldn't exist outside the TV. There will be plots that lead characters outside of the Inaba region - specifically tailored to times when it's safest to do so.

As for cell phones, there's nothing about them that differs than getting a cell phone in Japan in our world. Japanese residents can provide a driver's license, passport, or alien registration card, as well as a Japanese bank account to have their service activated in Inaba. Those who aren't residents will have to opt for a pre-pay / rental service. More information on Japanese cell phones and their service can be found HERE. For prices for individual phone models and contracts, we recommend taking a look at standard pricing from service providers such a NTT Docomo or Softbank Mobile!
